1.1. These rules for admission to the Ivanovo Institute of the State Fire Service of the Ministry of Emergency Situations of Russia (hereinafter referred to as the Institute) were developed by the admission committee of the Institute on the basis of:

1.2. The rules govern admission to the institute for training in the basic educational programs of higher professional education at the expense of the federal budget and under contracts with payment of tuition fees with legal entities and individuals.

3.2.1. The selection of candidates for full-time education at the institute at the expense of the federal budget in the specialties "Fire Safety" and "Technospheric Safety" (training profile "Fire Safety") is carried out by the component bodies at the place of residence.

3.2.2. To apply for admission to the institute for full-time education at the expense of the federal budget, you must contact the Main Directorate of the EMERCOM of Russia for the constituent entity of the Russian Federation.

3.2.3. The number of citizens admitted to the first year of the institute for training at the expense of the federal budget is determined within the limits of state assignments (target figures) established annually by order of the Russian Emergencies Ministry.

3.2.4. The procedure for selecting and studying candidates for study, conducting a special check, processing personal (educational) files, passing a military medical commission and a psychophysiological examination by candidates are regulated by the regulations of the EMERCOM of Russia and are carried out by the component bodies.

3.2.5. Acceptance of documents (personal and academic files) for the first year of specialist and bachelor training programs from persons entering at the expense of the federal budget (for full-time and part-time education) ends on June 15, 2011.

Acceptance of USE certificates from persons entering at the expense of the federal budget (for full-time and part-time education) ends on July 25, 2011.

3.2.6. All incoming personal and educational cases are considered by members of the admissions committee of the institute. The selection committee makes a decision on the admission to the entrance examinations of persons whose personal and educational files are drawn up without violations.

3.2.7. A month before the start of the entrance examinations, the personnel department and the faculty of distance learning of the institute send calls for entrance examinations to the constituent bodies.

3.2.8. Candidates for study pass an additional entrance test in mathematics, pass a professional psychological selection and pass the standards for physical training on the territory of the institute (Table 3).

3.3.1. Candidates for higher professional education in the chosen specialty for places with payment of tuition fees submit the following documents to the selection committee:

    personal statement of the candidate for training; passport (photocopy); a state document on education (if a diploma, then with an application); certificate of passing the exam (except for persons with higher professional education); medical certificate confirming the absence of contraindications for study (form No. 000/U); 6 photos 3x4; military ID or registration certificate (photocopy) - for full-time students.

3.3.2. Admission to places with payment of tuition fees is carried out in excess of the established admission target numbers within the number determined by the license.

3.3.3. Preferential right in admission to training on a paid (contractual) basis have persons consisting of public service, as well as citizens sent by the component bodies of the Federal Fire Service of the Ministry of Emergency Situations of Russia to study at the expense of the federal budget.

3.3.4. Acceptance of documents from persons entering the Institute only on the basis of the results of the Unified State Examination ends on July 25, 2011.

3.3.5. Acceptance of documents from persons entering the institute on a part-time basis for places with payment of tuition fees ends on July 25, 2011.

Entrance tests

4.1. Entrance examinations for admission to the institute are carried out in order to determine the ability of candidates to master the relevant educational programs of higher professional education.

4.2. For the period of entrance examinations and enrollment of citizens for the first year at the institute, subject examination and appeal commissions are created, the formation procedure, composition, powers and activities of which are regulated by the relevant provisions.

4.3. The admission committee of the Institute accepts certificates of the results of the Unified State Examination, the results of additional entrance tests in mathematics and physical training as the results of entrance examinations. Applicants submit, at their discretion, originals or copies of certificates of USE results.

4.4. A candidate for this year's graduates must submit an application at their school by March 1, 2011, indicating the relevant educational subjects in which he will take the USE.

4.5. Candidates for admission from graduates of previous years who do not have USE results must register for the USE at their place of residence by March 1, 2011 with the authorities responsible for conducting the USE in the constituent entities of the Russian Federation, or by July 5, 2011 register with the admission committee of the institute for passing the exam in accordance with the Procedure for conducting the exam, approved by the Ministry of Education and Science of Russia.

4.6. The Institute has the right to establish a minimum number of points based on the results of the Unified State Examination, confirming the successful completion of entrance examinations in general education subjects, exceeding the minimum number of points established by the Federal Service for Supervision in Education and Science, confirming the development of a general education program of secondary (complete) general education, but not lower than the minimum number points established by the Federal Service for Supervision in Education and Science.

4.7. The establishment of the minimum number of points cannot be changed by the institute.

4.8. The original documents on education and on the results of the Unified State Examination, applicants included in the list recommended for enrollment, submit to the selection committee before August 4, 2011 inclusive.

4.9. The admission committee of the institute has the right to independently apply to the Federal database of certificates for confirmation of information about the results of the USE entering the institute and confirmation of the reliability of the information contained in the provided certificate (application) on the results of the USE.

4.10. Applicants admitted to certification are given an examination sheet of the established form with his photograph, sealed with the official seal of the institute. Exam sheets are filed in the personal or educational file of the applicants.

4.11. Persons who did not appear at the entrance examination for a good reason, by decision of the admissions committee when providing an official supporting document, are allowed to be certified in parallel groups or individually until the expiration of the period of their full completion.

The procedure for filing and considering appeals

5.1. Based on the results of the entrance examinations, the applicant has the right to file a written appeal with the Appeal Commission about the violation, in his opinion, of the established procedure for conducting the test, and (or) disagreement with its (their) results (hereinafter referred to as the appeal).

5.2. The appeal is submitted by applicants personally after the announcement of the results of the interview. Consideration of appeals is carried out within a day after the date of familiarization with the examination papers.

5.3. The applicant has the right to be present during the consideration of the appeal. The applicant must have an identity document and an examination sheet with him.

5.4. With a minor applicant (under 18 years of age), one of the parents or legal representatives has the right to be present, except for minors recognized in accordance with the law as fully capable before reaching the age of majority (Family Code of the Russian Federation. Collection of Legislation of the Russian Federation, 1996, N 1, Art. 16 ).

5.5. The meeting of the commission is recorded, the result is announced to the applicant. The decision of the commission is final and not subject to revision.

5.6. The decision of the appeal commission drawn up by the protocol is brought to the attention of the applicant against signature.

Enrollment procedure

6.1. Enrollment for first-year studies in specialist and bachelor training programs (except for applicants for distance learning) is carried out in the following terms:

6.4. In the event that applicants who have passed the competition refuse to be admitted to the institute, or if they do not confirm their consent to study (failure to submit original documents on education and certificates of passing the exam within the time limits established by these rules), candidates for vacant places are enrolled from the number of other applicants who did not pass the competition.

6.5. Without entrance examinations, winners and prize-winners are accepted to the institute final stage All-Russian Olympiad for schoolchildren, members of the national teams of the Russian Federation that participated in international Olympiads in general subjects and formed in the manner determined by the Ministry of Education and Science of the Russian Federation, in areas of training (specialties) corresponding to the profile of the All-Russian Olympiad for schoolchildren, international Olympiad. The results of winners and prize-winners in general education subjects: Russian language, mathematics, physics are recognized upon admission as the highest results of entrance examinations (100 points).

6.6. Out of competition, in the institute, upon receipt of positive results in the entrance examinations, the following are enrolled:

6.7. The priority right to enter the institute is enjoyed by:

    citizens discharged from military service, children of servicemen who died in the performance of their duties of military service or died as a result of military injuries or diseases; children of persons who were killed or died as a result of military trauma or diseases they received while participating in counter-terrorism operations and (or) other measures to combat terrorism. The procedure for determining the persons who took part in the conduct of counter-terrorism operations and (or) other measures to combat terrorism is established in accordance with federal laws; citizens of other categories provided for by the legislation of the Russian Federation.

6.8. If there are vacancies (after enrolling all those who have passed the entrance tests), the head of the institute has the right to enroll, within one month after the start of the academic year, into the cadets of persons who have passed the entrance tests, but have not passed the competition in other higher educational institutions of the EMERCOM of Russia. When deciding on the enrollment of these persons for study from educational institutions where they passed entrance examinations, examination papers and written works are requested to be attached to the personal file of the applicant.

6.9. Classes at the institute begin at the time set curriculum. Students who do not start classes without good reason within 10 days after the start of the academic year are expelled from the institute.

At the same time, students and cadets from among the above persons are seconded to the disposal of the component body.

FINAL PROVISIONS

7.1. These rules may be amended in the event of the publication of new regulatory legal acts of the Ministry of Education and Science and the Ministry of Emergency Situations of Russia or amendments are made to the current legislation of these Ministries in terms of issues regulated by this provision.

1. General Provisions
1.1. 1.2. The cadet corps accepts minor male citizens of the Russian Federation (hereinafter referred to as candidates), not younger than 14 years old and not older than 16 years old, with basic general education (9 classes), received in the year of admission, fit for health reasons, wishing to study in the cadet corps .

1.3. Preliminary selection measures are carried out in order to send candidates (citizens of the Russian Federation) for admission to the cadet corps who meet the requirements provided for by the governing documents, and include determining the suitability of candidates for training according to the following indicators: age, level of education and health status.
2. Order of admission
2.1. For the admission of students to the cadet corps, a selection committee is created by order of the academy.

2.2. Admission to the cadet corps of students is carried out in the following order:

2.2.1. Acceptance of applications and documents of candidates for admission to the cadet corps.

2.2.2. Consideration of the submitted applications and documents and the implementation of the preliminary selection of candidates for admission by the selection committee.

2.2.3. Psychological testing and interview conducted by the psychological support group of the educational work department of the academy.

2.2.4. Entrance tests in mathematics, Russian language, physical culture conducted by subject examination boards, approved by the order of the academy.

2.3. The selection committee selects candidates based on the application of parents (legal representatives), a certificate of basic general education, the study of documents characterizing the social, creative, sports and other achievements of candidates.

2.4. Acceptance of applications and documents of candidates for admission to the cadet corps is carried out from June 01 to June 20. The following documents are submitted to the admission committee:


  • recommendation from the Main Directorate of the Ministry of Emergency Situations of Russia at the place of residence on sending for training (Appendix No. 1);

  • application from the parents (legal representatives) of the candidate (Appendix No. 2);

  • application of the candidate about the desire to study in the cadet corps (Appendix No. 3);

  • autobiography;

  • a copy of the birth certificate;

  • a copy of the passport (if any);

  • certificate of basic general education;

  • certificate of the results of examinations of the state (final) attestation (hereinafter GIA);

  • psychological and pedagogical characteristics from an educational institution, certified by the signature of the head and the seal of the institution;

  • a certificate from the internal affairs bodies that the candidate has not been brought to administrative or criminal liability;

  • certificate from the place of residence of parents (legal representatives) indicating the composition of the family and housing conditions;

  • a copy of the compulsory health insurance policy.

  • an extract from the history of the development of the child (form 112 / y), containing information about the past diseases and the state of health of the child;

  • certificate in the form F 086 / U, certified by the seal of a medical institution with the entered data of examinations and conclusions of specialists (therapist, surgeon, orthopedist, neuropathologist, phthisiatrician, neuropsychiatrist, allergist, dermatologist, ophthalmologist, otolaryngologist, dentist, pediatrician) in accordance with age. Each specialist must indicate the candidate's health group;

  • vaccination card (form 063/y);

  • medical card child for educational institutions (form 026 / y-2000);

  • information from the psycho-neurological and narcological dispensaries on the state of the minor registered (observed) from all places of residence over the past 5 years, as well as a certificate from the narcological dispensary with an express urine test for the use of narcotic drugs;

  • 4 photographs (4.5 x 6 cm);

  • candidate's portfolio (Appendix No. 4).
In the period from June 1 to June 20, the documents are submitted to the Academy's admissions committee personally by the candidate (or his legal representative) or can be sent by the candidate through public postal operators (by mail) to the Academy's admissions committee. Documents are sent by the candidate by registered mail with a notification and a description of the attachment. The notification and the certified inventory of the attachment are the basis for confirming the acceptance of the candidate's documents for training.

In the case of sending the documents required for admission through public postal operators, these documents are accepted if they entered the Academy no later than June 20, 2015 - the deadline for accepting documents.

Submission of documents for admission to training in electronic form is not provided.

2.5. Original documents (passport, birth certificate, medical insurance policy, medical card for educational institutions (form No. 026 / y-2000), vaccination certificate and documents confirming the candidate's preemptive right to enroll) are presented by the candidate upon arrival directly to the cadet corps .

2.6. The priority right to enroll in the cadet corps, including in accordance with part 6 of Article 86 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation", is enjoyed by:


  • orphans and children left without parental care;

  • children from large and low-income families;

  • children under guardianship (guardianship);

  • children of servicemen undergoing military service under a contract;

  • children of state civil servants and civilian personnel of federal executive bodies in which military service is provided for by federal law;

  • children of employees of the Ministry of Emergency Situations of Russia, undergoing military (internal) service under the contract;

  • children of citizens who are discharged from military service upon reaching the age limit for military service, for health reasons or in connection with organizational and staff measures and whose total duration of military service is twenty years or more;

  • children of military personnel who died in the performance of military service duties or died as a result of injury (wounds, injuries, contusions) or diseases received by them in the performance of military service duties;

The preferential right to enroll in the cadet corps must be documented by the candidate.

2.7. The selection committee has the right to check the documents submitted by the candidate. In order to confirm the authenticity of the documents submitted by the candidate, the selection committee has the right to apply to state (municipal) bodies and organizations.

The Commission, based on the study of the documents provided, makes a decision to “recommend / not recommend” the candidate for passing the entrance examinations (identifying the propensity for profile training in the relevant academic subjects, the level of physical development, studying the psychological readiness for training in the cadet corps) and informs the candidate (parents or legal representatives). Candidates not recommended for passing the entrance examinations are not allowed to the next stage of admission.

2.8. Reception of candidates for admission to the cadet corps is carried out directly at the academy. Applicants must bring sportswear and shoes with them.

2.9. Entrance tests in mathematics, Russian language, physical culture and psychological testing are held from June 29 to July 12 at the academy.

2.10. The conclusion about the psychological suitability of candidates is made on the basis of psychological testing and interviews.

2.12. The identification of inclinations for profile training in the Russian language, mathematics and the level of physical development is carried out with all candidates within the time limits established by the selection committee.

For entrance examinations, examination groups of 25-30 people are formed from candidates. Sheets are compiled for the examination group for each type of test.

2.13. The list of candidates admitted to the entrance examinations is posted on the official website of the Academy.

2.14. Candidates who receive an unsatisfactory mark when passing the entrance test in Russian language, mathematics or physical training are not allowed to the next stage of admission.

2.15. Identification of medical contraindications to training in the cadet corps is carried out according to medical documents. The level of health of candidates must be at least I-II health groups.
3. Enrollment in the cadet corps
3.1. Candidates who have passed the entrance examinations and have I - II health groups are entered into the competitive lists and, according to the results of the competition, are enrolled in the cadet corps by order of the academy.

3.2. Candidates recognized as unfit for health reasons, who did not appear at the beginning of the interview without a good reason, who refused to enter after the start of the interview, as well as candidates who were denied further interview due to indiscipline, are eliminated from the competition for admission.

3.3. Competitive lists for the enrollment of candidates in the cadet corps are approved by the decision of the selection committee, which is drawn up in the minutes of the meeting of the selection committee.

3.4. Candidates are ranked depending on the sum of points that determine the level of general education (the scores of entrance examinations for each subject are summed up, the results of the GIA exams).

3.5. Competition lists are ranked as follows:

3.5.1. In descending order of the sum of competitive points.

3.5.2. If the sum of competitive points is equal, the higher place in the list is occupied by applicants who have the priority right to enroll.

3.6. Enrollment in the cadet corps for training and education is formalized by order of the academy.

3.7.
