To take advantage of favorable loan terms, a serviceman must:

  1. Register with the NIS (savings and mortgage system).
  2. Serve for at least 3 years.
  3. Submit a report on participation in the mortgage lending program.
  4. Receive a Participant Certificate.
  5. Select a lender and submit documents to apply for a loan.
  6. Wait for the bank’s decision, sign agreements (credit, collateral, insurance).
  7. Prepare documents for ownership.

To register with NIS, soldiers and sergeants do not have to wait 3 years. You are allowed to submit a report to participate in the program after signing the first contract.

In 2015, the cumulative mortgage payment is equal to 245,880 rubles. (monthly RUR 20,490). This is 5.5% more than the previous year, but is not comparable to the actual inflation rate. The government announced that for 2016 the amount of payments will not be indexed; it will remain at the 2015 level.

In this regard, the maximum amount in some banks has already decreased from 2.4 million rubles. to 1.9 million rubles, its further gradual decrease is predicted to 1.5–1.7 million rubles.

Can banks change the terms of a military mortgage on their own?

Each financial institution has its own terms and conditions for the Military Mortgage. In particular, the bank independently determines:

  • requirements for clients;
  • interest rate;
  • the amount of the down payment;
  • maximum loan period;
  • amount available to the client (maximum and in each specific case).

Under the current agreement, the bank cannot change the terms unilaterally. The lender is obliged to notify the borrower and sign an additional agreement with the client.

Secondly, the crisis will not last forever; it is planned that in subsequent years the lost time will be made up.

Thirdly, if you want to insure yourself against risks, you can independently repay the loan early (a few thousand rubles per month is enough), or better yet, open a savings deposit with a high interest rate and regularly put aside an feasible amount for it, with subsequent withdrawal to repay a loan or for other purposes.

Changing the rules for creating savings

Since 2016, the procedure for receiving funds to the savings account of a serviceman who has drawn up a CLC agreement to repay mortgage loan obligations has changed. From this year, the contribution became annual, that is, a certain amount began to be credited to the NIS participant’s account in a lump sum, until March 20 of each lending year. Thus, by March 20, 2018, 268,465.6 rubles will be immediately transferred to the savings account as the annual contribution amount for the military mortgage for 2018. Resolving issues of providing housing for military personnel and their families remains one of the priority areas in the work of the Government of the Russian Federation. The initially developed construction program for the military with preferential provision of housing on a first-come, first-served basis ended with many years of waiting for the coveted keys to one’s own apartment, which, in fact, could not solve the problem of housing provision.

Let us note that according to statistical data, as of the end of 2013, more than 60 thousand military personnel were on the waiting list for housing.

Starting from January 1, 2014, the Government of the Russian Federation introduced a new bill on the possibility of mortgage lending, taking into account the program for military personnel to receive state cash subsidies (EDS). Thus, the Russian Ministry of Defense planned to significantly reduce the number of military families in need of housing.

What is EDV?

EDV is a state cash subsidy that is provided for the purpose of acquiring or improving housing conditions for military personnel who have received the right to this assistance only in the next year.

The amount of the state EDV subsidy directly depends on the rank, length of service, the presence of honorary merits and the number of dependent persons. Thus, for those military personnel who do not have a family and their service period is at least 3 years, the subsidy amount is from 3 million rubles, for military personnel with three or more dependents and a service period of more than 25 years, the subsidy amount is from 13.5 million rubles. At the same time, every military personnel has the right to receive a mortgage loan on preferential terms.

Military mortgage. Basic concept, essence and advantages of the program

Obtaining an apartment for military personnel on the terms of mortgage lending is a program that can be used by participants in the savings-mortgage system (NIS), developed by the Ministry of Defense of the Russian Federation together with the management of the Agency for Housing Mortgage Lending. In accordance with the new law “On the savings and mortgage system of housing for military personnel,” approved on August 20, 2004, military personnel who are participants in the NIS receive certain contributions from the Federal budget to their personal bank account. NIS participants are allowed to obtain a military mortgage after 3 years, starting from the moment of registration in the program. The main essence of a military mortgage is that a serviceman can purchase an apartment using funds from a personal savings account, that is, without attracting his own money. At the same time, a serviceman may well use his own savings to increase the amount of the down payment or to purchase housing of a larger area than that allocated by the state.

The main advantage of a military mortgage is that the loan will be repaid using federal budget funds, that is, savings contributions received in a personal bank account.

Today, the most favorable conditions for using the military mortgage program are offered by VTB-24 and Sberbank of Russia, their mortgage lending rates are approved by the state. A military mortgage has a number of advantageous features:

  • firstly, preferential lending is beneficial for the state, which means that thanks to the introduction of the new system, the provision of housing for military personnel will be significantly simplified;
  • secondly, a military mortgage provides the opportunity to independently choose housing, in particular, a serviceman can choose not only the type of housing (new building, secondary housing or private house), but also the region of residence;
  • thirdly, a military mortgage presupposes conditions with the participation of an expanded circle of military personnel in the program;
  • fourthly, government subsidies are the same for all participants and are indexed equally every year.

In addition, under the terms of the military mortgage:

  • registration of the purchase and sale agreement for the purchased housing will be carried out within 5 days;
  • a military mortgage begins to operate from the moment you select a bank credit institution;
  • the maximum loan amount has been increased to 2.4 million rubles, the loan term will directly depend on the age of the borrower;
  • the borrower will not pay a fee for issuing the loan.

What is needed to get a military mortgage?

Purchasing a home under the military mortgage lending program occurs in several stages:

  1. Entry into the NIS participant register based on the submitted report.
  2. After 3 years, it is necessary to obtain a Certificate of entitlement to an NIS participant (the document is received after submitting the appropriate report to the headquarters of the serviceman’s unit).
  3. Selection of a bank lending institution and an apartment in accordance with the most favorable terms of the lending program.
  4. Signing a targeted housing loan agreement with the Ministry of Defense and a banking organization.
  5. Signing a loan (mortgage) agreement with the bank and a purchase and sale agreement with the seller of real estate.
  6. Obtaining a Certificate of Title in the name of the buyer, registered with the relevant government authorities.

Military mortgage: conditions for obtaining a housing loan

The object of mortgage lending can be either an apartment or a private house, which are purchased on the primary or secondary markets. Let us note that in the case of purchasing a house under the military mortgage lending program, the plot for the construction of the property is purchased at the expense of the serviceman’s own funds. The calculation of the loan term depends on the age of the borrower - when the latter reaches the age of 45 years, the loan must be repaid in full. The minimum term for which a mortgage loan can be issued is 36 months. The loan amount is calculated depending on the cost of the purchased object, the interest rate, the amount of the savings contribution (NIS), and the total loan term.

Important! In 2015, the procedure for paying the down payment on military mortgage lending was changed. Funds for a targeted housing loan in the NIS savings system will be used according to a separation scheme: no more than 700 thousand rubles will be transferred as a down payment to the bank, the remaining funds will be stored in the serviceman’s personal account in Rosvoenipoteka for 3 months after the loan is issued, according to the expiration of which will be transferred to the bank in conjunction with other monthly payments that are credited to the personal account of the NIS participant. When receiving a mortgage loan, both parts of the savings funds are taken into account.

A mandatory requirement when obtaining a military mortgage is insurance of the purchased property, life and ability to work of the borrower. All insurance contracts are renewed every year throughout the entire term of the loan agreement. When receiving a military mortgage, it will be necessary to conduct an assessment of the purchased property, which is carried out by an independent appraisal organization at the expense of the borrower’s personal funds. We also note that a military mortgage implies the possibility of early repayment of the loan (full or partial).

The amount of monthly payments will be 1/12 of the amount of the savings contribution of the borrower who is a participant in the NIS program. Due to the fact that the amount of funded state contributions is annually indexed upward, accordingly, the loan payment will increase in proportion to the monthly contribution. Repayment of a military mortgage loan from the Federal Budget of the Federal State Institution Rosvoenipoteka will be carried out from the moment of submission of the following documents:

  • an extract from the Unified State Register indicating the clause on registration of a mortgage in favor of the Russian Federation and the Bank;
  • original or notarized copy of the Certificate of Ownership;
  • a copy of the real estate purchase and sale agreement.

The specified documents must be submitted to the banking credit institution within 5 days from the date of registration of ownership.


A mortgage at the moment for most Russians remains the only way to improve their living conditions. This is especially true for civil servants, including teachers, doctors, and military personnel. There are special government programs for them designed to provide them with housing on preferential terms.

Today in the article we will talk about the features of obtaining a loan by military personnel and consider the conditions of military mortgages in different banks.

The legislative framework

In 1998, Federal Law No. 76 “On the Status of Military Personnel” was adopted, which describes state guarantees for providing military personnel and their families with housing. In 2014, Federal Law No. 117 “On the savings and mortgage system of housing provision for military personnel” was adopted. It established the principles of providing housing.

Previously, the Law provided for military personnel to receive apartments, but now they have the right to independently choose real estate. Amendments to the rules for issuing subsidies were also adopted, which expanded the rights of military personnel.

Military mortgage provides the opportunity to purchase real estate in any region of the country at the request of the borrower. In 2011, amendments were made to the Law giving the right to participate in shared construction or purchase a plot of land for the construction of a residential building.

The latest changes to the legislation were made in 2013 and came into force at the beginning of 2014. Now a lump sum cash payment (LCP) or subsidy is provided for the purchase of real estate.

Military mortgages in 2015 do not provide for fundamental changes in the program. This measure allows us to solve the housing problems of the military and cancel the waiting list for housing for military personnel.

Features of the program

The cost of housing is not limited. Military personnel can choose a house or apartment of any category and independently report the missing funds. When applying for a subsidy, the use of maternity capital or borrowed funds is allowed.

During service, the loan is paid from special government funds without the participation of the borrower. If the serviceman does not take advantage of the subsidy during his service, its size increases. Thus, the longer the length of service, the higher the amount of payment at the time of transfer to the reserve.

Banks that are accredited to provide loans under the Military Mortgage program offer borrowers low interest rates and do not charge fees for processing the application and using the loan, so the final cost of housing is much lower than for standard products.

You can get housing only after three years have passed after the borrower became a participant in the mortgage savings system. Monthly payments to repay the mortgage are received from the state only during the term of the borrower's contract service, which must last up to 20 years to repay the loan.

Subsidy funds can only be used to purchase real estate. The exception is dismissal due to length of service or the death of a serviceman, when the money is transferred to his close relatives.

Military personnel who are transferred to the reserve after 10 years of service for family reasons, upon reaching the age limit and being recognized as limitedly fit, have the right to savings. Money can be paid as a down payment on a mortgage, but the loan will be issued on a general basis.

If a serviceman retires after serving less than 10 years, he is not entitled to payment of savings. If he had already used the program at the time of dismissal, he will have to return to the state all the funds provided for the purchase of real estate. After this, the housing remains the property of the borrower, but he makes further loan repayments from his own funds.

Methods of providing housing

There are several ways to provide housing for military personnel. For up to three months after the military arrives at the unit, they are allocated official housing. A subsidy for the purchase of real estate is paid if the contract was concluded before January 1, 1998 and the serviceman was recognized as in need of living space.

Families with three or more children have priority rights to receive payments or housing. You can choose real estate only once, and if it is located in another city, then a subsidy is issued for its purchase.

In addition to receiving housing or a housing payment for the purchase of real estate, military personnel can become participants in the mortgage-savings system or count on social rental housing.

How is the cash payout calculated?

According to the new legislation, a one-time cash payment is calculated based on living space standards, or more precisely 18 square meters per person. Officers with a rank of at least colonel, commanders of a military unit, holders of an honorary title of the Russian Federation or an academic degree, teachers of military organizations and those dismissed for health reasons, end of service and general medical conditions can count on additional living space.

The price per square meter is calculated depending on the average value of real estate and is established by order of the ministry. However, the price of housing in different regions of the country differs significantly, which is especially true for Moscow and other large cities, so the average cost per square meter throughout the country does not reflect real prices.

When calculating the EDV, the serviceman’s service life is also taken into account, which affects the correction factor. If at the time of calculation he has real estate under a social rental agreement or in personal ownership, then the available square meters will be deducted from the total required housing area.

A one-time cash payment will make it possible to quickly provide housing to all military personnel, who will no longer have to stand in line to receive an apartment. This measure is intended to solve the problems of providing for the military, because the queue for housing has been stretching since the nineties. For 3 years, EDV will be accrued with a transfer to a personal account, and after the expiration of this period, military personnel will be able to purchase housing in any region of the country at their discretion.

It is planned that by 2023, military mortgages will become the main way to provide housing for military personnel. In 2018, the Ministry of Defense should complete the formation of the service fund.

At the moment, under the Military Mortgage program, you can get a loan from the Housing Mortgage Insurance Agency and from commercial banks that have the necessary accreditation. The issuance of mortgages to the military is controlled by the state, so lending conditions are similar in all banks.

Where can I get a loan under the Military Mortgage program?

Housing Mortgage Lending Agency

From 2015, military mortgages will be issued within the framework of the “Social Mortgage: House” and “Social Mortgage: Apartment” programs, so the conditions for providing loans are changing. It is allowed to purchase finished and under construction housing, as well as purchase land for building a house. When purchasing a house or plot, the development area must be accredited by AHML.

The minimum loan amount is 300,000 rubles, the maximum is set for each region separately. The loan term is from 10 to 30 years. Down payment – ​​from 10% of the cost of housing. Interest rate – 10.6% -11.1% per annum.

The borrower has the opportunity to independently choose a loan repayment scheme from the three presented options. Insurance of the collateral is required. Title insurance and personal insurance are provided at the request of the borrower. However, for a down payment of less than 30%, liability insurance for the borrower under the loan agreement is required.

Commercial banks

From January 1, 2015, AHML is changing the conditions for issuing military mortgages, so it is possible to change the program in commercial banks.

Sberbank currently provides loans to military personnel for a period of up to 20 years or until the military personnel reaches the age of 45 years. Down payment – ​​from 10% of the cost of housing. Interest rate – 9.5% -10.9% per annum. A mortgage is issued for the purchase of an apartment or house with a plot on the secondary market.

VTB 24 offers a military mortgage for the purchase of an apartment on the secondary and primary market and the purchase of a house with a plot. The first payment is from 10% of the cost of the apartment and from 30% of the cost of the house. The loan term is until the borrower reaches 45 years of age. Interest rate – from 9.4% per annum. Insurance for the risk of loss or damage to housing is required.

Gazprombank provides loans to military personnel for the purchase of apartments and houses on the secondary and primary markets. The down payment is from 10% when purchasing a finished apartment, 15% for an apartment on the primary market and 20% for a residential building. The loan term is up to 25 years or until the borrower reaches 45 years of age, the maximum amount is 1.7 million rubles. The list of risks for which compulsory insurance is required is presented on the bank’s website. Interest rate – 12.5% ​​-13.1% per annum depending on the type of property.

Rosselkhozbank provides loans for the purchase of an apartment or house on the secondary housing market. The maximum loan amount is 1,850,000 rubles for the purchase of a house and 2,050,000 rubles for the purchase of an apartment. The loan term is up to 22 years, but the borrower has 45 years until maturity. The down payment is at least 10% of the property value. The interest rate for an apartment is 10.5% per annum, for a house - 11.5% per annum. It is mandatory to insure the risk of damage and loss of the collateral, as well as the life and risk of disability of the borrower.

On February 3, 2015, at the already traditional annual press conference, the head of the Federal State Institution “Rosvoenipoteka” Vladimir Shumilin spoke about the successes of his department.

As in previous years, many numbers were named and upward-pointing graphs were shown. The past 2014 was called by the head of the government institution “not only an anniversary, but also probably the most successful year in the entire 10 years of the program’s existence.” In fact, over the past 2014:

-the number of NIS participants increased to 315,000 military personnel (at the beginning of 2014, more than 280 thousand military personnel were participants (NIS);

Of them 107,980 military personnel have already purchased housing under the military mortgage program , including almost 34 thousand (30,313 a year earlier). Vladimir Shumilin drew the attention of those gathered to a slight discrepancy in the numbers on the slide - the number of apartments purchased over the past year was 33,835, and the number of targeted housing loan agreements signed was 33,787. The explanation for this is simple - 48 military personnel “immediately bought two apartments.” And the number of such military personnel increases every year! Why one serviceman had two mortgaged apartments at once was not explained;

The funds in the personal savings accounts of NIS participants who have not yet purchased an apartment with a “military mortgage” do not lie as a dead weight in the treasury account. They are located in the management companies selected by competition. The management is approx. 160 billion rubles, and the yield at the end of 2014 was 7.87% (with annual inflation of 11.4%). “NIS is a system of two vessels, the situation that was on the market in 2014 is starting to have a positive effect on us now,” said director Vladimir Shumilin. At the end of last year, the placement of funds held in trust occurred at the level of 16% per annum, and the expected profitability from these placements at the end of 2015 is expected to be about 11-12%. “I think these returns are likely to outpace construction inflation.” Time will tell to what extent this forecast will be justified;

-the maximum amount of the loan issued was 2.4 million rubles before January 1, 2015 . Naturally, after the well-known events, the rate on mortgage loans from banks at the end of the year increased, and the amount of the loan issued decreased;

The leading regions for military mortgages and apartment sales remained the same. The gap between outsiders has not decreased. Every fifth apartment was sold in the Moscow region , and the region that closes the top ten has indicators that are already 10 times lower. For obvious reasons, graphs were shown in which different subjects of the federation (Moscow and the region, St. Petersburg and the region) were combined into one region - in the capitals, due to the cost of housing, sales decreased sharply. However, they did not focus on this;

In the fourth quarter of 2014, in almost all regions, There has been a trend towards a decrease in the cost per square meter of purchased housing , compared to previous quarters. Mr. Shumilin expressed hope that this trend will continue in 2015. At the same time, the cost per square meter could decrease for various reasons: seasonal discounts, more purchases on the primary market, falling prices and stagnation in the real estate market...

-there was a rotation among the leading banks in issuing “military mortgages” . The former leader of AHML, under whose program several dozen medium and small banks worked, left this market last summer. At the end of 2014, almost every third apartment was financed by Svyaz-Bank - 23%, - 18%, - 12%, - 8%, Zenit - 6%.

-for military personnel who previously purchased housing, the loan rate will not change . It is fixed in loan agreements. In those agreements in which it is tied to the refinancing rate, nothing will change, because this rate is effectively frozen and is not synonymous with the “key rate”. Where the loan rate is linked to the MIBOR rate, this link will only come into effect in the fourth year, but it cannot exceed 16% per annum . This is also stated in the loan agreements;

At the end of his speech, the head of the Federal State Institution “Rosvoenipoteka” Vladimir Shumilin, focused on the economic and social factors of the advantages of the savings-mortgage housing system for military personnel.
Most likely, it is correct to compare the current NIS system and the one it replaced, or with the program for providing housing for military personnel of the armies of NATO countries. Therefore, it was funny to hear that “the birth rate among military personnel who purchased housing with a “military mortgage” is approximately 1.5 times higher than that of their peers, on average in Russia.” If we compare, then compare only with those peers who have their own housing! Mr. Shumilin did not remember that 2 (two) years ago his department, together with deputies, was going to eliminate problems associated with certain children and spouses. After all, the main difference between a military mortgage and a civilian mortgage is that the apartment is registered as the property of only the military personnel. Deputy President - Chairman of the Management Board of VTB 24 Bank Anatoly Pechatnikov proudly said that the goal that the bank had set for itself had been achieved.
“We were satisfied with the results of 2014: we issued 9,600 loans under the “military mortgage” program for 20 billion rubles, this is every third loan that we issue throughout the Russian Federation.” Media representatives, after such a statement, did not ask Anatoly Pechatnikov a clarifying, control question - “Crimea is the territory of the Russian Federation and does VTB-24 Bank operate under the military mortgage program in Sevastopol and Crimea”?

The speech of the representative of the banking community, in contrast to the head of the Federal State Institution Rosvoenipoteka, was not so rosy in terms of forecasts and expectations. He noted that the bank put up with low margins for the “” product for a long time, realizing that it earned more on other projects related to the military department.
After the Central Bank increases the key rate to 15%, the bank will not be able to issue loans to military personnel at 11.95%, as is happening now. “VTB 24 is ready to put up with such a loss-making financial result for some time... the financial capabilities of even such a large bank as ours are not unlimited, and if we do not see support from the Bank of Russia in the foreseeable horizon of the first quarter, then it is possible that We will be forced to raise rates further, at least to bring this product to break-even,” Pechatnikov said. After clarifying questions, Anatoly Pechatnikov actually gave the Central Bank an ultimatum: “The Central Bank must launch a program for refinancing mortgage loans for military personnel and revise its quantitative parameters.” Otherwise, VTB 24 will be forced to raise the rate for borrowers, “at least to 15% per annum” .
