A large-scale plane crash, which was the result of a mid-air collision between two aircraft - a civilian Il-14M, owned by Aeroflot, and a military An-12BP - occurred on June 23, 1969. On that day, 120 people died in the sky over the Kaluga region near the villages of Troitsa and Vypolzovo.

The tragedy caused a wide public outcry and became the subject of close monitoring by the top leadership of the USSR. Members of the special commission, who were supposed to establish the reasons for what happened, quickly coped with the task.

Rapprochement

They established that when approaching the scene of the tragedy, the commander of the Il-14M crew, who led the flight from the Lithuanian city of Kanuas to Ryazan, contacted the dispatcher and asked him for permission to pass through dense clouds at an altitude of 3,000 meters. There were 91 paratroopers and 5 crew members on board the military aircraft.

At the same time, an An-12BP civil aircraft flying along the route Moscow - Chernigov - Simferopol, due to poor visibility and difficult meteorological conditions, attempted to rise above the clouds.

Since the Il-14M was moving in the opposite direction at the same altitude, the air traffic controller recommended that the crew commander take the prescribed flight level of 2,700 meters, or descend 500 meters lower. Having descended under the clouds, the plane risked getting into even more roughness, and therefore the pilots decided to stay at their flight level.

At approximately 14:50, crew members of both aircraft got in touch and reported on the flight parameters. The controller, who was convinced that he had separated the aircraft to a safe distance, confirmed the need to proceed in the given direction.

Mutual violation

Literally two minutes after contacting the dispatcher, the An-12BP, at a speed of more than 500 kilometers per hour, touched the right side of the Il-14M with its wing, and then crashed into its tail. The military plane immediately lost control, broke into three parts and crashed to the ground. The passenger airliner fell into a deep dive and crashed into the ground at a distance of more than 3 kilometers from the place where the Il-14M crashed.

The aircraft were unable to avoid a collision in the sky, since both crews slightly violated the altitudes established by the dispatcher for safe passage.

At 14:07, an Il-14M with tail number USSR-52018 (serial number 7343208) of the Simferopol United Aviation Squadron (Aeroflot) took off from Moscow Bykovo airport, operating flight No. 831 (Moscow-Chernigov-Simferopol). On board there were 5 crew members, including PIC Georgy Matveevich Pavlenko and co-pilot Viktor Pavlovich Buyanov, as well as 19 passengers. After departure, the Il-14 occupied the prescribed flight level of 2700 meters.
At 14:40:55, the Il-14 crew contacted the south-west dispatcher of the Moscow Regional Dispatch Service and reported that there were cumulus clouds and turbulence on its flight route, and therefore requested permission to ascend to an altitude of 3300 meters. However, due to the presence of an oncoming aircraft at a flight level of 3000 m, the controller refused to raise the flight level, instead suggesting that flight 831 maintain the flight level altitude and avoid cloud cover or descend to 2100 or 1500 m. The IL-14 crew chose the 1st option, having considered that at a lower altitude even greater turbulence was possible, and, maintaining an altitude of 2700 m, he began to bypass the clouds, reaching the route 30 km south of Yukhnov, flying in the same direction.
At 14:50:17, the An-12 flew past the Yukhnov control point, after which the western direction controller transferred control to the southwestern direction controller. At 14:51:03, the An-12 crew, having switched to the frequency of this direction, reported to the dispatch service that Yukhnov was flying above the clouds at an altitude of 3000 meters, after which they received confirmation to proceed at the same altitude in the direction of Tula-Venev.

At 14:52, 28 kilometers southeast of Yukhnov, an An-12 (course 106-121°, speed 500-529 km/h) at a relative angle of 51-56° crashed into an Il-14 (course 235-245°, speed 324 -360 km/h). The planes first collided with their right wings, An then crashed into the tail of Il-a. According to some unconfirmed reports, there were actually 121 dead, since senior lieutenant Boris Filipov took his 4-year-old son with him, and at the starting command post the child was not allowed through twice. Then Boris Filipov covered his son with an officer’s cape and thus carried him onto the plane. Boris Filipov was taking his son to Ryazan to visit his wife’s mother.

The collision occurred at an altitude of 2910-2960 meters, from which it was concluded that both crews violated the established altitudes when passing powerful cumulus clouds (cloudiness - 9-10 points, lower edge - 1000-1500 meters, upper edge - 3000-3700 meters). By decision of the Commander of the Airborne Forces, Army General V.F. Margelov, fundraising began for the construction of a monument to the fallen military. In total, we managed to collect 250 thousand rubles, and a year after the disaster, a monument by the authorship of E.V. Vuchetich, which is a complex of a stele and a wall 8 meters long. On the wall there are two bas-reliefs - the figures of a kneeling mother and a paratrooper, as well as the inscription: Eternal memory to the heroic paratroopers and pilots. Next to the monument is a platform with 96 marble slabs with the names of the victims.
